It wouldn't be shocking if the richest man in the world followed through on this promise, even though his most recent post might just be an attempt to promote X's audio/video calling capabilities, which were released in October.

On October 26, X announced on its website that Audio and Video Calling is a new way of communicating on X. Android users will soon be able to use audio and video calling, which is currently available on iOS.
Allowing audio and video calls from individuals in one's address book, followers, verified users or all three is one of the features available. After that, a call can be placed by starting a direct message (DM) with another user, clicking the phone icon in the top right corner of the screen, and selecting an audio or video call, According to The Verge.
