The Atal Bihari Vajpayee government introduced the Pradhan Mantri Gram Sadak Yojana in December 2000 as a massive initiative to build all-weather rural roads connecting every rural settlement with a minimum population of 500 in the plains and 250 or more in hill states, tribal districts, and desert areas.

The Pradhan Mantri Gram Sadak Yojana is a nationwide plan in India to provide good all-weather road connectivity to unconnected villages.

The Indian government established the Pradhan Mantri Gram Sadak Yojana (PMGSY) to connect isolated communities as a means of combating poverty. To ensure the long-term management of the network of rural roads, the Indian government is working to establish high and uniform technical and management standards as well as to support policy creation and planning at the state level.

According to latest figures made available by the State Governments under a survey to identify Core Network as part of the PMGSY programme, about 1.67 lakh Unconnected Habitations are eligible for coverage under the programme. This involves construction of about 3.71 lakh km. of roads for New Connectivity and 3.68 lakh km. under upgradation.

The aim was to provide roads to all villages

  • - with a population of 1000 persons and above by 2003
  • - with a population of 500 persons and above by 2007
  • - Hill states, tribal and desert area villages with a population of 500 persons and above by 2003
  • - Hill states, tribal and desert area villages with a population of 250 persons and above by 2007
