 UN: "Hosting Osama Bin Laden," Jaishankar's implicit criticism of Pakistan

UN: In a covert attack on Pakistan, External Affairs Minister (EAM) S. Jaishankar stated that state sponsorship of cross-border terrorism should never be justified because the international community views it as unacceptable. He also mentioned the attack on the Indian Parliament and Pakistan's "hosting" of Al-Qaeda leader Osama Bin Laden.

"We are focused today on the urgency to reform multilateralism. The credibility of the UN depends upon its response to key challenges of our time, be they climate change, pandemics, conflicts, or terrorism. While we search for the best solution, what our discourse must never accept is the normalisation of such threats," during a public discussion at the UN Security Council, Jaishankar remarked.

Jaishankar's statement regarding Pakistan

S. Jaishankar remarked without mentioning the name of Pakistan, "The question of justifying what the world regards as unacceptable should never arise. That applies to state sponsorship of cross-border terrorism, nor can hosting Osama Bin Laden and attacking a neighbouring Parliament serve as credentials to sermonise before this council." 

Jaishankar also said the ripple effects of conflict situations have made a strong case that it cannot be "business as usual" in the multilateral sphere while presiding over the UN Security Council open debate on "Maintenance of International Peace and Security: New Orientation for Reformed Multilateralism".

He said, "On the challenge of terrorism, even as the world is coming together with a more collective response, multilateral platforms are being misused to justify and protect perpetrators."

His comments appeared to be a reference to China and other veto-wielding permanent members of the UN Security Council repeatedly delaying and opposing calls for the blacklisting of terrorists in the sanctions committee, particularly those based in Pakistan like Masood Azhar, the leader of Jaish-e-Mohammed.

"Reform is the need of the day"

Addressing the powerful 15-nation Council, Jaishankar said that reform is the need of the day. He said, "And I am confident that the Global South, in particular, shares India’s determination to persevere."

He further remarked, "All of us are aware that the 'Question of Equitable Representation on and Increase in the Membership of the Security Council' has been on the UNGA agenda for well over the last three decades. While the debate on reforms has meandered aimlessly, the real world in the meantime has changed dramatically."
